“Indeed, those who disbelieve and avert [people] from the way of Allah and [from] al-Masjid al-Haram… We made it for the people—equal are the resident and the visitor.”
(Surah Al-Hajj 22:25)
2. Special Rules of the Haram
Within the Haram boundaries, certain actions are prohibited out of respect:
- Hunting animals 
- Cutting plants or trees 
- Carrying weapons 
- Fighting or shedding blood 
- Picking up lost property unless to find the owner
